With a prebate OR a UBI, the government is paying for all of the taxes on necessities, which is essentially the same thing as paying no taxes on them. The key difference is, a prebate and a UBI being universal means there is no complicated method for determining what a "necessity" is, just an agreement on what a baseline amount to cover all necessities is.
