It seems to me that every investigation into finding life outside of earth demonstrates the observer effect.
By bringing equipment from earth to another place, there is always the possibility that some microscopic organism, hearty bacteria, etc... will have come along for the ride, thus introducing life into the environment being examined.

"Private entity" could also mean a competing business... Certain large shady corporations hand enough money to DHS under the table, and suddenly small competing software firms start having their laptops "confiscated indefinitely to combat terrorism".
Also, officials may share copies of the laptop's contents with other agencies and private entities for language translation, data decryption, or other reasons, according to the policies
You know, this sounds like the perfect loophole for software pirates. They should all go get jobs working for DHS, since they'll be legally allowed to confiscate and copy anything they want.
While I agree wholeheartedly with the point you made, I would also point out that cheating and rule-breaking are two different things...
Cheating is inherently a lie - deception in order to wear the trappings of success. Rule-breaking might be necessary in many situations, but never in the form of deception for personal gain.

Yeah, but, if you're a slashdot reader, chances are good Hugh Jackman would kick your ass in a real fight, so I'd say he's more suited to the role.
