Looking at the map in TFA, I can not help wondering why there is not a connection to the Philippines as well. The cable is going to be laid down relatively close to the Philippines, and having a link to a nation with 90+ million people could be... er... profitable?
It has been some time since I've been freelance, but if I did it again today I'd strongly consider government work, or work for companies doing government work. Being DIACAP certified is flat out not possible for somebody outside the USA. And yeah, getting this (or similar) certification is a pain, (and depending on youthful / other indiscretions it mighty even not be possible for you) but once you have it, you should be able to use it as a competitive advantage.

Mmmm, I wonder whether this is region specific. But in the South of Wisconsin the Honda Civic is also quite popular. AND we do get our fair share of snow here.
I have a bigger Honda (the Accord) but even so, with some of the heavier snow that we recently had I preferred to drive with my minivan. The Accord just floated on top of all the snow we had, and while it is exhilarating, I prefer to keep my insurance rates down, and the minivan is more stable on snow roads...

After Katrina and New Orleans, I have often thought of the description in "Atlas shrugged" where 'society falls apart'. And I get a little bit scared.
