But people are sick and tired of these small parties being corrupt and opportunistic in their voting and destabilizing elected governments.
I think that is the case in Israel and to some extent in Italy.

If you're looking at india, hindi (or PROPER english).
If you are in CS/CE, you would most probably travelling to Bangalore, Chennai or Hyderabad, the top 3 IT cities in India. They are all in south India which doesn't speak Hindi. Kannada, Tamil and Telugu are spoken in those cities respectively. IT people in India are generally well educated and the medium of instructions in Indian universities/colleges is English (esp. in Engineering & CS). So, if you know English, you can get by in India unless you want to buy dope in a shanty town.:)
As you said, he certainly should know why rebooting would be necessary when updating part of the OS It is a valid question. First of all, if a perticular dll was being used by apps that are strted by users (e.g. outlook), you could ask the user to close those apps and then safely replace dlls. Second if it is a system dll and had they designed it right, they could make the threads that are using the dlls to release their pointers safely and update the dll and then ask those threads to create a new instance. Agreed, in some cases, this may not be possible. But in most cases, if they did it right, it shouldn't be a problem.

Though he makes some good points, I like the car better then 2-wheelers because it is safer and according to reports pollution levels are lesser than 2-wheelers although it doesn't say what model 2-wheeler they compared with. But if you think traffic in big Indian cities is bad, wait until this hits the road.

Not too long ago slashdot had a link to an article that claimed office 2007 was one of the top 10 products of last year.
Either we had a crappy year as far as good products are concerned or people are completely biased and the truth is somewhere in between.
