So far this hasn't led to a massive breakdown in law & order or police abuse, just a bunch of relaxed police officers and pot smokers. Yep ignoring that law sure seems to have worked out pretty well, maybe we can try a few more in the near future.

Well the actual operation of a nuclear warhead is pretty simple: Bring to hefty chunks of U-238(?) together really fast. Now you can add fancy blast reflectors, shaped charges, little bits of foam padding and various exotic materials or even use something other then Uranium and although these will give you a much bigger bang they are very complicated to sort out. the big problem though with a nuclear warhead though is that it is VERY difficult to get to anywhere but your backyard, people generally notice things likes nukes crossing borders and an ICBM is a bit of a bitch to obtain.

Of course it may not be the most practical solution but if latency is not a factor it's going to take a very dedicated criminal/idiot to steal/leak this data.

The parachute idea is a good one and could potentially save some lives there is still the problem that you have to come down somewhere and especially in an urban area where you might see these things theres alot of very bad places to come down on. The other thing is that you still have no guarantee that the safety systems will be maintained, I work in an auto shop doing oil changes and tire repairs so I know for a fact that there are all to many people who fail to even bring in there cars every 3 months and spend $30 to get there oil change despite the fact that if they don't it will create all sorts of very expensive hell, or the people who will drive there tires until the tread is completely gone and the metal belts are showing. There are even people who will drive them beyond that till the tire completely blows and then then continue to drive on the rim and then expect you ti fix their tire.

For instance if you don't take care of your car and it breaks down on the highway you simply pull over and wait for the tow truck driver to haul your sorry ass away to the garage where a mechanic will call you a dumbshit and charge you huge chunk of cash to fix your car. You don't take care of your flying car and it breaks down at 5000' you die along with everyone else in the plane with you and whichever sorry bastard you hit on the way down.
