It is true that the apps should be programmed in a way that they are compatible from one version of the OS to another. If the OS adheres to its own rules & structures!
Look at all the HTML crap programmers have done: Abusing bugs in IE's implementation to get a certain look. Which then leads to the next version of IE implementing those exact bugs again in the form of "features", otherwise all sort of high-profile web pages would be broken.
This is part of what happened (and still does) with Windows. M$ sticking to design errors, undocumented features, just to warrant their claim of the large program base.
M$ should have dropped all 3.1 compatibility in 95, and they should have dropped all the 16 bit crap in 2000. THAT would have been the right moves.

Anyway - at the moment, it's probably not all the applications' fault -- seeing all the trouble that the OS itself still has, there are quite a few design- and programming-errors to be corrected...
I think I need to go through my old C64 tapes... or maybe I can find some tapes I made at the local department store when learning to program on a Spectrum... There MUST be something golden nuggets in all of them Basic and Assembler lines I wrote...

One big problem - guess who will not like to be watched - the same politicians that want to have you watched... after all, what would citizens need to know who the elected politicians meet with to get the "information" needed to make their day-to-day decisions... be it some company representatives, foreign politicians, etc... really can't have people know about that... of course, everything the regular people do is potentially illegal (in contrast to politicians) and we all are possible terrorists...
After many years of not doing any low-level electronics, I jumped in the cold water and built a complete drag racing timing system based on Atmel microcontrollers... only thing pre-built were the actual light barriers and the notebook that feeds and receives racer data... beats buying a $20k+ system;) And has worked rather well through now 4 full years of racing @ 8-9 events per year...
Not completely correct - it is due for each LOCATION that has at least one internet-enabled machine. So, if you have PCs at multiple housing locations, though nobody will be physically present to use any radio, TV or whatever, you are again required to pay for that location.
Heck, anything, no matter how good, can be used or abused... bad programming habits can show up in Basic, C, Pascal, Oberon, whatever... heck, I got a winning IOCCC entry, but still can keep code clean, readable and modular... so why damn M and P? Damn the ignorants who abuse it...
Please don't compare WalMart in the US to WalMart in Germany... if you had been in US stores before, you'd know you can't...
In Germany, I recon they use their "Brandname" to get products sold at higher prices... also, the basis for employee payments are much more at a similar level in Germany with all the extra cost that goes into the gross pay cost for the employer...

And even 10 years down the road, don't tell me somebody will build an artificial pet that can sense grieve or other emotions in its owner... I know dogs do!
