The CE theory of Intelligent Design can be summed up simply- Given the existence of intelligent life in the universe, which has the ability to make choices about it's own reproduction, the universe must inevitably be considered to be an "Intelligent Design"

This is completely absurd and you give absolutely no evidence to support it; nor do you even put forth a method for testing it. You are basically saying that because we are intelligent there is enevitably intelligent design going on.

    No shit.

There are all kinds of intelligent design going on right now. In fact, I am intelligently, or not so intelligently depending on you opinion, designing this post. Likewise, just because we have been able to domesticate animal, by altering selection(i.e. speeding up evolution) does not mean that it is a foregone conclution that there is intelligent design.

I would challenge anyone who believes in ID to show me any experiments or predictions based on this so called theory.

FEMA was created in response to a number of state govement fsckups in response to hurricanes. Its goal was to create a central point of managment for large and multistate disasters.

This centralization, along with the insistance of the government that it, and it alone, be responsible for rescue efforts was the problem with the Katrina response. The feds kept badly needed supplies and transportation out of the flooded areas and thus kept out the most important first responders, the people.

I know a bit about the architecture or the internet, but not enough to put forward a model based on citizen cooperation for internet recovery; though, open source seems to be the analagous preventative measure.

That is technically true but the reality was a bit more complicated. Hitler was originally appointed, in january of 1933. The Nazi party was the largest party in parliament and they secured their standing in the march 1933 elections, essentially through violence.
