All they have to do is stop. They are the oppressors in this situation. Users are just fighting back in whatever way they can. It's either fight or give up. Backing people into a corner is never a good idea. It makes them do things out of desperation.

They could spend the money they were supposed to on building up the infrastructure and this problem could be solved. How much energy is being wasted just fighting the desires of their customers?
newer turbos dont lag much these days. The understanding behind turbo systems is not what it used to be. Look at the new GTR35. Barely any lag at all making it extremely powerful in cornering.
what are digital rights? these "rights" they speak of are the copyrights owned by the publisher/developer/etc. Not the rights of the customer! DRM is a means to enforce their copyrights (i.e. copy protection). Any technology they use to keep people from copying their product is DRM. Even if we were to agree somehow that DRM was ok, there should be some legal restrictions on how this technology can be implemented.

You can register (at least in california) a special construction vehicle SCV. This is what all the guys who build old Cobra kits and Super 7's do. The issues lie in choice of powerplants that are of a certain age and pass emissions. If you are lucky you can get a CA exempt registration where you dont have to pass emissions. The state only allows 500 cars per year this exempt status. They have to be SCV and cant be made from an existing car frame. To get this you have to be at the dmv doorstep with all your paperwork when they open on january 2nd! I know this as I am building a custom car.
