Well, I should apologize, as my previous post was off-the-cuff, and I did not rigorously test what worked and what didn't. Furthermore, I actually tested them on Sever 2008--in theory it shouldn't be any different from Vista, but in practice perhaps it is. The switch from 32bit to 64bit windows may also be responsible for breaking many things.
That said, I installed DirectX 9.0c, and it did not fix Age of Empires II. It's probably fixable, sure, but it worked out of the box on WINE, so I didn't bother. Diablo II almost certainly works, as does SimCity 2000. I didn't mean to claim that none of them work, merely that the games I play are prone to breaking under Vista. Likewise, not everything I play works under WINE.
I play mostly old games: GTA2, Diablo II, Sim City 2000, Age of Empires II... They're the only reason I kept Windows installed. Vista breaks most of them. I have better support from WINE.

I'm honestly confused by this. I'm barely breaking a tenth of that between Slashdot, Gmail, Pandora, Wikipedia, and three YouTube videos (it hit 153MiB a minute ago). What the hell are you doing wrong? Leaving it open for days? Sure it has memory leaks, but I'm not sure how they're bad enough to cause problems for you.
I wonder if something like the concept of double jeopardy applies here. Can he still be punished in the US for an act which was already punished in Germany?

No, god no. I don't frankly care if it reduces my costs overall. I'm fed up with this contract culture, where anything worth doing requires agreeing to terms that frankly, nobody understands. I want to have some control -- not to be bound to a million different obnoxious companies. Look at all the nightmares when people try to unsubscribe to AOL, for example. Now multiply it a hundredfold.
Airports are particularly obnoxious, in my experience. I usually don't have much option to go elsewhere. All I ask is that I be able to sit and read in the only seats available. For some reason, many airports seem to find it necessary to saturate the area with TV's. I've yet to see anyone watching them, for that matter.
As I wrote this, someone in the same computer lab has turned on a device which seems to do nothing but produce a high-pitched whine. Dammit, there's no winning, is there?
I was in the USA for 2 years and barely 10 minutes goes by without someone being murdered with a gun over there.
Closer to 30 minutes, or 45 minutes if you consider only guns(1). Time between murders is a useless metric, however, as the US has about 5 times the population. As others have pointed out, the US does have a higher per capita murder rate, but this is not as large a discrepancy as you make it out to be.

Don't take everything literally. Realistically, the grandparent probably won't shoot at anyone unless he can verify them as an intruder. His state probably has castle laws, too, making it perfectly legal, as long as he takes a bit of care..
how could latency be such a big issue for an ASCII-based RPG when people regularly play FPS games online that not only require more bandwidth but also revolve around fast-paced gameplay which happens in real-time, where precision timing/aiming make latency a much bigger factor?
Latency isn't a big issue, but it can become annoying by forcing you to slow your typing down. At least, I've found it annoying playing cross-country. Right now, I'm much closer to the NAO server, and it's not noticeable at all.
Also understand that the most popular server is colocated and running all (at the moment 43) games itself, rather than having the clients run them.
Unlike in other games, Nethack is not multiplayer at all. There's not much incentive to play online. This makes it much easier for lag to drive people to local copies.
