If you know what operating system you are running on a *device* then it has already failed...
The only times I have realised what operating system things are running are when they fail, you occasionally see the OS grinning through on ATM's, In flight entertainment, e-book readers Set top boxes, etc... when they fail and need rebooting/updating, otherwise you don't know and don't care what they are...
It is noticeable that most of the ones you see failing are running (older versions of) Windows ?
The point of (M)MIX is that it is unlike any language, and yet like and so people are not distracted by it being like the language of the moment, it is there to show fundamental algorithms not how to code...
You can bet the the designers of C# own very worn copies of Knuth's books, it is one of the compiler writers bibles...it is still relevant because it is so fundamental, there are tricks you can use in each language to speed up or simplify but all depend on you knowing the basics first, and all of these are in (or will be...) in Knuth...

All this proves this that filtering in all browsers is rubbish (even IE) and should not be relied upon, internet filtering software is better but still not as effective as it needs to be
The only two solutions are :
1) Don't let your kid on the internet at all - Not practical nowadays 2) Supervise your children....rather than trying to let technology do it for you...
It works everywhere they have a released browser that supports it...
IE9 is still beta - When released it will support the bits of HTML5 that MS can be bothered to implement, and for everything else they will say, "It doesn't do that use Silverlight"

If you need a framework - your language is not suitable - Ruby is a scripting language not really designed for web transactions, that's why rails was invented
If your language allows you to do any of these mistakes ask yourself if you need the power it gives you, if you do then it's your responsibility to not do these, if you can't/won't avoid these use a language that manages it for you....

They need private contractors to do this so when the data turns up later they can blame the contractor ....
