    It is enforced solely by the BBC, according to Wikipedia:

    Since 1991, collection and enforcement of the licence fee is the responsibility of the BBC in its role as TV Licensing Authority.

    It's just another one of the UK government's stealth taxes.

    Wrong on two counts: first, everyone knows about it, and second, fee collection is enforced by the BBC, not by the police.

    C4 receives nothing at all from the taxpayer. It doesn't get anything from the license fee either. The main funding for C4 comes, just like ITV, from advertising.

    It must be great if someone is rich enough that paying the TV license is a moot point when it comes to affordability.

    It works out far cheaper than satellite or cable, and the license only applies if you're watching the broadcast in real-time. If you don't have a TV, and only use the iPlayer for catch-up, then you don't have to pay for the license.

    There's a similar menu system on WP7, but I don't think TFA was talking about context menus. Its focus is the new Start Screen, which makes sense on phones, and to an extent on tablets too, but not on a desktop. Unlike most, I don't think Win8 will be a disaster. However, it's not going to be a success either. It'll be another Vista.

    Hmmm, we take umbrage that a company charges for a hardware upgrade to a flawed physical device, but we have gotten used to having to pay for software upgrades to get our bugs fixed. It is the second of these that is the real scandal.

    How much did you pay for a Windows Service Pack? Personally, I spent $0.00, consisting of a $0.00 deposit, 35 easy monthly payments of $0.00, and a final payment of $0.00 to keep it for life.

    Don't panic - Adams only wrote about Barnard's Star as like a roundabout. That means, even if there's no planet, there could be an intergalactic truck stop there.

    I suppose it would work OK if the shell installer had a command-line option, but removing Explorer wouldn't actually reduce the amount of cruft in Windows, as most of the stuff is in system libraries like User32.dll.

    Not sure about that - from TFA:

    Although final pricing for Windows 8 hasn’t been announced yet, the PULSB license will definitely be cheaper than purchasing a full retail license

    Good luck - you need Explorer for the desktop, the taskbar, the notification area...
