But seriously, I can't imagine that they would spend billions on this airplane, with all its missile countermeasures and million-dollar tables and all that, and not include a weapons cache "just in case". Considering the military bent of our government, it would seem counter to its nature.
Remember, we are talking about people who have NEVER programmed before. And teaching them how to do it.
I believe it is easier for someone to first understand how to program with functions, and then, after they are comfortable, to put these functions into a greater "whole", as part of an object.
It really is all about building upon the fundamentals. Functional programming is a fundamental. OOP is building upon that knowledge.
Talking to a person that is not present requires more concentration as you lose out on all the visual clues that are absorbed during a discussion.
I dunno about you, but when I am driving, and someone is in the passenger seat talking, I look at the road and not at them. Thus, no visual clues from the passenger are absorbed.

But of course, this wasn't available for mobile phones in the US ten years ago. Then again, most people didn't have a cellphone in the US ten years ago...

That being said, you should add: 4. Their system for tracking tickets would have to not have changed in the past 10 years.
This is not all that unlikely. It is most likely the same software, which has been upgraded over time, thus retaining the same data. Even if they changed software completely, they would still have to migrate their old data over, or they would lose all pending support calls / situations.

At the time, my license had a magnetic strip and not a barcode (I do not live in New York), and they wouldn't sell the beer to me because they couldn't scan it with their reader. Luckily, I was with a friend who had a NY license.
Well, if the false information that comes from your barcode, and is displayed on their screen, doesn't match the information printed on the front of your license, the bartender might become suspicious. Best case, they don't serve you. Worst case, they call the cops.
I believe it was a joke, my friend, because "did not do enough" and "did too little" mean exactly the same thing.
