Not necessarily. Bugs can be designed to be passive, and nearly undetectable. Information can be leaked via intentional flaws in the shielding and filtering. Bullshit. Holding a democratic election does not absolve you of responsibility for the outcome. If "the People" want Hamas to run the P.A., they will have to live with the consequences of that decision. The rest of the world is under no obligation to underwrite the operations of a group of terrorists, whether democratically elected or not.

Contingency fees don't help if you are defending against a nuisance lawsuit. Many plaintiff's lawyers take advantage of this by offering to settle out of court for an amount that is less than the legal fees the defendant would pay for a "victory". You can pay them $20K to go away or pay your lawyer $50K to go to trial. If an insurance company is involved, they may make the decision for you, just looking at what is cheaper for them.

Diebold is not a charity. They are going to spend as little as possible on engineering, as long as they can still deliver an "acceptable" product. Making it secure requires expertise, analysis, design, implementation and testing. That equates to people and time, which aren't free. That increases costs and the value of the product, which normally results in a higher price.
