Some of us have computers and other systems that get the current time from an external timing distribution system. A cesium beam atomic clock or a GPS timing receiver is used as the primary time/frequency reference for the timing distribution system. This is much more accurate and stable than NTP. Millisecond level accuracy is the minimum required, some applications require microsecond level accuracy. This isn't new technology, it's been in use for 40+ years.
I've worked with quite a few timing distribution systems used for scientific research. They do add a 61st second. If you look at a time code display, it will show:
The problem is that programmers don't expect tm_sec to be more than 59, although man ctime does mention leap seconds.
Ignorant programmers don't expect tm_sec to be more than 59. I don't think it's too much to ask for programmers and engineers to have a basic understanding of timekeeping. It doesn't require advanced mathematics or physics.
If it was up to me, I'd switch all computers to TAI for their internal clocks and time tags. Conversion to UTC or local time would be done as needed for human consumption.

If it's a chronic problem, quite possibly. If the owner knows that there is a problem, and doesn't take any action to correct it, there may be legal consequences. The local government can revoke liquor and business licenses, and condemn property.

While the labels share some of the blame, the radio stations allow and encourage the corrupt practices of the so-called independent promoters. If the radio station plays a record from your label, the independent promoter sends you an invoice. If you don't pay, forget about future airplay of your label's artists. The independent promoter is the middleman in extorting cash and other products/services from the record label. Basically, it old-style payola with the addition of a middleman to launder the money, and the money goes to the radio station's owner, not some dishonest DJ. It's been institutionalized to the point that large radio networks sell exclusive franchises to independent promoters for large fees. The end result is that you don't get airplay without greasing the appropriate palms.

Why would power plants even need to know what day it is, much less what time? They monitor load, line frequency and what not. Why should they care what time of day it is much less what day it is or even what year (poke at Y2K bug)?

You can buy a PPC Mac today and enjoy the benefits of Mac OS X. It will be useful for a long time. I still know people who make productive use of 68K-based Macs, even though they are officially obsolete. It is going to take a long time for the PPC Macs to fade away.
If my Mac blew up today, I'd just buy a Mac mini to replace it. I'll worry about Intel-based Macs when they are available and I have a real need to replace my current Mac. If I want to run the latest games, I'll buy one of the new game consoles.
