    The A-0 system (Arithmetic Language version 0), written by Grace Hopper (In 1934, she earned a Ph.D. in mathematics from Yale) in 1951 and 1952 for the UNIVAC I, was the first compiler ever developed for an electronic computer.

    In late 1953, John W. Backus submitted a proposal to his superiors at IBM to develop a more practical alternative to assembly language for programming their IBM 704 mainframe computer.

    In the spring of 1959 a two day conference known as the CODASYL brought together computer experts from industry and government. Hopper served as the technical consultant to the committee, and many of her former employees served on the short-term committee that defined the new language, COBOL. The new language extended Hopper's FLOW-MATIC language with some ideas from the IBM equivalent, the COMTRAN.

    Forty-one Police and Crime Commissioners will be elected later this year in areas outside London. Commissioners in the biggest force areas will receive salaries of more than £100,000. Their job includes setting priorities for their police force, overseeing its budget and hiring the chief constable.

    The former deputy prime minister Lord Prescott, who is seeking to become Labour candidate for Police and Crime Commissioner in Humberside, said that the role would bring more accountability to strategic planning.
