So if Google wouldn't do this the cooling required would be related to Intel's recommendation by Google demanding a subset of chips that can run hotter they create a set of chips that require less cooling then Intel's recommendation. Thus the net cooling required is lower then if just using Intel's recommendation.
In the purest sense the GP makes sense but in the real world where the cooling cost is based on Intel's specs not what the chip can do Google is lowering the overall cooling cost, assuming 100% load at all time. But with usage patterns they are lowering the cost on a big segment that will run at 100% load while most other chips will not be running at 100%.

I would say work with the CS department to either have a class just for scientific computing or see if their intro class would work.
At my undergrad they switched to using python for the intro classes since it was more approachable for the many Math and science students that were taking the intro classes. If the intro class is just not a good fit for what you need see if they will make a class for you, make sure to talk about how important programming is and how you want them to have good habits to encourage better collaboration. Just flatter the department and they will probably add the course.

Actually I like dry aged meats, and there is no reason that the butchers couldn't use refrigeration and plastic now its just that the qaulity of the mass produced items are much lower then if I goto a butcher or meat locker now. As I spent most of my life eaither in Iowa or on the border its been easy to get really good local beef, so I may be spoiled.
How many butchers went out of business when the ability for frozen pre-cut meat came on the market?
Seriously. Look at the number of butchers in your town and then figure out the numbers there were years ago before refrigeration. I have to say I would like those butchers back the meat quality in the pre-cut meat at my local stores like Cub and Rainbow suck. And now many soak their meat in a salt water solution if you check the packaging.
There are new butchers opening up because they provide better quality services. So the same should be in a way applied to music stores, if you can't make it just selling CDs do more. Become a place where your services are useful, not just selling plastic.
Also I've seen the electronic music sales in places like BestBuy see if you can get a similar setup. Start buying and selling used CDs as well, add food and drink to your store make a place people want to come and talk about music and then you can drum up more sales. If its a family oriented shop get more family stuff board games, movies, and well what ever else families do.
I went to a small LA college only about 2.5k people total and our CS program my year only graduated 6 it was a fluke year with most years being around 12 or slightly more. We had 3 full time PhD professors that wanted to be there teaching. All of which had very good industry carriers and then decided to teach. I got more out of those classes and personal relationships with professors then I get out of my Graduate courses I'm taking now. If you want to learn a set of skill for industry goto the tech school if you want to learn a set of skills for learning and thinking about industry problems goto LA. Also in graduate school there is a distinct advantage to the LA degree holders to the tech degree holders, mostly when it comes to presentations and papers the LA people have had much more experience (varies for tech inquisitions) As for industry I've found the skills I picked up at my LA school really help me stand out in group discussions and when talking to non technical customers/higher ups. Remember in industry it's not how good you are it's how good everyone views you and the ability to communicate and do it in a strong yet respectful way goes a lot farther then hacking away to shave a few cycles off a run time.

I am currently a CS PhD student and a software engineer doing everything from medical device programming to web development, so I've seen the gambit of the low level coding to the high level all the way to the CS research. When I see entry level classes taught in C and Java I think its just wrong. What are you trying to teach in the first 2 semesters? How to compile code and get things to work or are you trying to teach data structures and problem solving? My undergrad has moved to teaching the first two semesters in Python and I think it was a great move. Not only is it quick and easy to get into those people who would like to learn a little CS to help out in basically any science now get a tool that they can easily pick up and use later in life. (Also forces proper indenting.) After the two starting classes the 3rd course in the entry series is Java and all kinds of things you should know in CS that fall through the cracks. The profs went around to the seniors and asked what things were lacking in the current classes, so things like regular expressions, version control, and other very useful but overlooked items were added into this new class. I think its a good plan I'm not 100% as the first students should be coming out soon so we'll see how they turn out.
After seeing the vast differences in low level programming to high level programming I almost see a need for a separate degree but all I'm seeing is companies hire EE people for embedded programming and hire CS for the higher level tasks. All well eventually schools will work it out and there will be a real distinction between Computer Engineering Degrees and Computer Science Degrees. Also to make it a bigger headache don't forget there are both Computer Science BAs and BSs. I actually have a BA which makes job interviews interesting sometimes but it hasn't seemed to hurt me yet.
