This sounds woefully ambiguous. I think it would be better stated "any customers directly". We want to help consumers, but we also don't want to cause great harm to businesses who would have to hunt down all records and secondary relationships to customers who weren't directly affected.
Maybe they should start at the source and send letters to musicians telling them to stop creating music that people want. I think that would make just as much sense.
Here at Russel square things are amazing. Once the initial major evacuation was done, the streets were completely full of people. I'm not really sure why someone has wilfully shut down the mass transit system in London, but it was very effective. There is no way in or out at this point, except by foot.
Does this look suprisingly like The Gimp to anyone else? It would seem that this would be a very welcome addition to the stock install of Microsoft Windows, but would definitely not contend with Photoshop for the same reason that The Gimp does.

I host a Virtualbox VM Running windows XP in it. Then I use RDP to connect to the VM from my MacOS workstation to run the one windows application.

Isn't that mixing philosophies? I don't think that that "golden rule" is in the Bible.
