I know several people who had issues about that while over seas during the last elections. Alot of people were unable to vote, as they never got the paperwork, others recieved it late.
Just wait. Corel will bring out there own lil' "Clippy-like" demon (yes, demon), and then we can have "Tux vs. Clippy vs. Corel-thingy" and more threads w/ hacked game consoles.
Except now, everyone will be copying "BMX XXX", so it will be exceptionally graphic....
I'm down a bit farther south from you in Hampton roads. I don't know if Cox Cable is avalible in your area, but they have been pretty good to me.
The downsides are that they (usually) don't meet their claim of 3.5Mb/sec. and the IPs are dynamic (static isn't avalible period.) Also, your not *supposed* to host webpages etc off of your own computer, but instead use their provided webspacd
On the positive side, my connections have been reliable all but for 2 occasions (in the past year and a half) when whole area's were down. Their speeds are usually well over 1.5Mb/sec. and their usually very responsive and helpful when their is a problem.
Back in my day, the day of 56K modems on win95 machines at the library, we didn't need no stikin' web browser to look up our porn, no sir, we did it the good ol' fashioned way. IRC, and FTP. by god, what more do you need!!! It took a bit of knowledge and skill to get porn, we had to "hack" their system to give us access to the file manager (3.1 Machine) and disable some startup files to give us access to the floppy, but goddammit, I wouldn't be the 1337 4@X0r that I am today with out it.
KEEP PORN IN THE LIBRARY!
Just don't make it easy to get to. Education and hormonal satisfaction all at the same time!.

I'm not sure, I usually try to avoid watching tv because of crap like that, but i think we do (as scary as that is).
Seriously though, I love technology, but I'm not a graphic artist, and definatly not a programmer, so aside from doing hardware maintance, theres not a lot I could really do as a job. However with all the IP lawsuits (not tech, but still something I would like to see changed) and the tech lawsuits themselves, I really think its something I could get into
Now if only I could handle speaking in front of people a bit better so I wasn't just doing the paperwork for a client......

Now, on the topic of the more sensitive networks, they are (to the best of my knowledge) typically M$ systems connected onto a *nix server. However these systems are not (supposed to be) connected to any outside network. Higher Sensivite systems (i hope) are using a more secure system, but for the most part, we're, um.....not.
In reference of the sysadmins on.gov and mil sites, well, i have to agree with you there, the ppl who knew what they are/were doing are few and far between and primarily have left for civilian jobs with a real paycheck and maybe even some benifits.
I mean, government pay scales suck!

Not to defend the government agencies or anything, but I'm under the suspecion (sorry, can't spell today), that many attacks come from within the departments themselves.

IMHO, Solider of Fortune is an excellent FPS. For some reason it reminds me of golden eye on the N64, only better.
to be truthful, i don't care for the Tomb Raider games either, but i haven't been much of a gamer anyway, with a few exceptions....
However I do still a love of blood soaked death matches in both quake and Solider of Fortune, but only as a good stress relief
