If you're going to transfer files to see what you're "true" speed is then you should use TFTP instead of FTP.
FTP uses TCP acknowledgements (to make sure packets are sent reliably) which eat up bandwidth. TFTP uses UPD which doesn't check to see if packets were lost. TFTP isn't 100% accurate, but it is much closer than FTP.
Just configure the network switches to accept only certain MAC addresses on certain ports and that should end the problem of people putting "rogue devices" on your network.
However, for companies who do not do this already it will be a substantial investment in time to set up something like this.
Unless you're paying for 1.5Mbit (which it sounds like he is), in which case it sucks. 400k isn't bad, but it's only about a quarter of 1.5M.
I don't know of ANY DSL providor that garauntees 1.5Mbit (you probably meant mbit). All of the ads that I see say "up to 1.5mbps". Depending on his distance from the CO it might be a good speed.

Why would a four year school (like uni) let you do a lab test when they don't even give you lab hours in the classes?
I was there (uni) and out of all of my classes I only received 2 hours a WEEK of lab time in class. Everything else was lecturing.
So if 95% of the class time is lecture then I would assume that 95% of the test will be theory. The other 5% would be lab time.
What's the point of telling a person how to code something (or how to perform any function for that matter) if you're not going to let them do it until next week?
Professor: "OK class, this part is very important! You have to do X and Y to get the result of Z. You will do this next week in lab with my TA's. That is all. Class dismissed."
Why go through the hassel of setting up a backup system on each desktop? Not only will is take a while to setup, but the upkeep will also tie up a lot of time.
Just setup the workstations to use files on the server and then backup the files on the server. Duh!

Are they really "teaching" it common sense or are they telling it common sense. There's a big difference.
When you "teach" somebody (or something) they usually do not remember it or understand it right away. When you tell or command someone they will do it. Learning something takes a while where as commanding something (like typing a command in a database) takes effect immediately.
This whole common sense thing bugs me too. Some people think that leaving a rusty car on blocks in the front yard is totally acceptable. Some people drive up and down city streets with their car stereos cranked. How is it going to determine if abortion is right or wrong? Is it going to depend on the person inputing the information?
I think that violent video games should not be availible to minors just the way that violent movies aren't allowed for minors. If a child wants to see a Rated R movie then the parent has to take the child. I believe that it should be the same for video games - let the parents buy it.
Maybe this will also remove some of the responsibility from the video game companies. It could stop stuff like this from reaching the courts?
Technically there should be dim lightning in a theatre. It isn't supposed to be dark (as in no light). There should always be dim lights somewhere in the theatre. (usually in the ceiling pointing to the walls).
I would really like to know how she read what was on the screen.

I would say that albums have more fluff and are over-produced. We are at an all-time high of Top40 artists not writing their own material.
Chicago's first 3 albums were double LPs (CTA, II, III) and their fourth album was a quad LP set (Live at Carnige Hall).

I got mine about a month or two after they came out. I've had it ever since and have had no problems with it at all.
The SACD specs were originally written with regular CD tracks in mind. So both have been there from the beginning.
I think there was a story on /. before about catching the radiation from the monitor to reconstruct the images.
I wonder which technology can produce the more accurate picture?
