No matter how you went about pushing ACTA, people would have been upset. It was kept secretly because big content companies were hoping that it would be passed before anybody realized it was happening.
ACTA could not be passed in most places with a fully informed public & electorate.

I think they also give you a better rate because just like a medical doctor, if you're paying the guy yourself, he doesn't have to deal with the insurance company paperwork and hassle.

The 2012 is by every measure a better car. But it gets significantly poorer gas mileage.

Its basically used as an excuse to tax anything you want in any amount. Because nobody brings up externalities unless they're trying to control it, tax it, or make an argument towards a thing or behavior they don't like.
After all, the only reason people buy a new PC these days is when the old one runs so slow from bloatware, adware, and crapware the user usually installs?
You might argue that Microsoft is set to destroy the entire tech industry if people won't buy new PC's.
If you want to be even better informed, you will study up on progressive tax rates and find that unless tax rates are indexed to inflation it represents a tax hike.
