You can set up a smelter on the moon, with a railgun to put material into lunar orbit for construction. Add several meters of slag for shielding. Build an orbital ring around the earth for loading it. Park them in high earth orbit or the asteroid belt once finished. All the technology exists, everything is close enough for convenience.
Raising the penalties does nothing if you can't catch them. Under the current system the phone companies get paid to deliver those robocalls, with no penalty for doing so. Fixing the system to prevent robocalls costs money and reduces income, doing nothing does neither.

Outlaw politicians taking money from anyone who can't vote for him/her. Have a cap on donations from a single person. Force politician to put their investments/company in a blind trust while in office. Adopt a Proportional Representation system, so you don't have a government that 2/3 of the voters voted against and voting third party isn't throwing away your vote.
If your Gallup Poll is based upon voter oppinions while your electoral results are based on jerymandering/collusion/vote rigging then those results make sense.

I think implanted cellphones are more likely to be mandatory. NFC range is much too limited and too easily blocked for government tracking purposes.
