Such template metaprogramming stuff is relatively new discovery. Nonetheless there are features supporting usages like that in newer versions of C++ standard such as constexpr and variadic templates. However if you REALLY love compile time evaluation there's dedicated language supporting this: D. It was made by C++ programmers who discovered this new template metaprogramming dimension in the first place.
For a general purpose language of its design goals it's pretty well learnable. It's about as easy as it gets for a language that is at the same time C compatible, statically typed and fast enough to be used for tight loops.
