That's a bit misleading. Basically all military systems are of electronic categories (e.g. control & monitoring systems) which would make them exempt if they were civilian also.

Vehicles and aircraft electronics for example are exempt until around 2018 regardless of them being military or civilian.

2: Compensation is payable to anyone wrongfully held.

The left-right divide makes no sense, it never did. It's the media's attempt to over-simplify politics by lumping together completely unrelated issues based on the policies of either major party back in the 60's.

You could have right-wing regimes instituting warrantless wire-taps or left-wing regimes instituting warrantless wire-taps. Just as a democrat's have decided to invade other countries (e.g. Kennedy invading Vietnam) and Republicans deciding to invade (e.g. Bush invading Iraq).

The Left-Right spectrum is there for the simpletons who like to be told rather than decide on their political beliefs.

After all, the Nazi's and the Soviet's didn't need a DNA Database and Spy cameras to oppress their people. Oppression is a political issue, not a technological one.

People in the UK and other EU countries generally trust their government's far more than in the US. I don't know if this is because of smaller country sizes, less X-files style TV shows and movies or just different culture. Just look at the situation with Guns, very few people in the UK aren't glad they're all banned. People in Europe want their government to protect them more, not only from crime, terrorism etc. but also in case of sickness & unemployment (with free public healthcare and benefits). It's a case of each country to their own really.
