those specs are not surprising. If you look at today's "Average" PC and factor in 6 years of technological progress that seems to be what most people will think of as upper middle range in 2010.
One decision is based on a personal preference for type of installer and the other is based on an irrational "religious" viewpoint of what "shall and shalt not" be included in a distro.
Both are based on a preference. Just because you find one of those preferences to be more reasonable doesn't make the other preference any less valid.

Install/Upgrading of packages. The first time you run into an issue of dependency that goes more than 5 or 6 levels deep, you'll HATE life. And when you hit lib hell you'll want to murder someone.
After you take the time to get the machine up and running the way you like it, most distros are not much different. (sure different distros put config files and whatnot in different places)
I guess the point comes down to what you want to do. If you want to learn as much as possible and *NIX, use Slackware. If you want to get set up quickly and easily, use Mandrake. If you want to keep your packages as current as possible, use Debian. If you want all of your software to be tuned to your hardware, use Gentoo. If you need something more specialized, look into one of the more specialized distros.

Remember the difference between the words "safe" and "secure" when dealing with crypto. The transmission may not be secure, because it is possible to intercept some of the photons involved. Transmission is safe because no one can intercept it without tipping you off.
The Western business-minded viewpoint would factor in contracts, heavy industry, materials, and all the like into costs, whereas a more simple society would just get a ton of unskilled workers out there to assemble the project (instead of relying on earth moving equipment).
And these people would often be willing to do it for free. They were farmers, they needed to move their oxen, buffalo and goats (ok, I made up the goats part) across the river as well. They were helping themselves at the same time.

You might need to check out the lateral sensor array though.
If you reconfigure the primary deflector array into an interplexing beacon, you can avoid that problem entirely.
