Gyros and such cost more money than even professionals are likely to spend, unless the photographer is specialized in open water shooting.
Uhhhh - I really don't see a problem. No photographers within 65 feet. Let's think a moment. You want a shot of a boat or a boom, that is, what, 50 feet long? Since any professional photographer has zoom lenses (whether optical or digital zoom, it hardly matters) he can be anywhere within 1/2 mile to get spectacular shots. I can show you a great shot of the ship I served on, shot from ~ 5 miles out - you can see that both the mount 52 deck gun and the missile launcher is tracking the helicopter that took the shot. (It was in a war zone, we tracked EVERYTHING, didn't matter if it claimed to be friendly)
The coast guard doesn't want any one climbing on the booms, or sabotaging them, they don't want to be rescuing some fool who hurts himself. Stay 65 feet away, take all the pics you want. Seems reasonable to me. The original 300 feet wasn't unreasonable, either. 300 feet is terribly close to any working vessel at sea. The rules of the road, observed around the world, dictate that you stay clear of working vessels and/or ships underway.

Ubuntu desktop has 8 gig of memory, currently using 2.2 gig, 1 gig of which is given over to my Win7 virtual machine.
Inside the Virtual machine, 700 meg in use, running only Firefox and task manager. My Firefox is rather bloated, with several scripts and addons installed.
In my experience, both Ubuntu and Win7 run nicely with 1 gig of memory. Both tend to gobble up RAM if it's available. Your mileage may vary, depending on how you configure your system, applications installed, and resources available.
Now THREE is a good reason not to adopt new technology. We really need to keep things at a level that amateurs can understand. But, wait, what about the struggling NOVICE? Let's drop back 20 and punt. No new technologies that blooming idiot novices can't master in 24 hours! That's the way forward, for certain!

I'm over 50, and there are some things that I don't like messing with, because the buttons are to small, or the interface isn't what I'm used to, or I just don't like the design. I'm aging, and I have my ways. I'm not changing because a bunch of 30 or 40 year old punk kids decide that an iPod should look like this, or an Android should behave like that. Given a choice between a printed realtree book, and electronic versions, I'll take the treebark, thank you. When I can't get the realtree, then I want the electronic version on my PC, with a nice wide screen, and what some people would call "large print". No little bitty 3 inch screens, thank you very much, and certainly no keypad where my index finger covers half a dozen keys.
I've never timed myself. I'm a pretty fast reader - I've gone through 800 page novels in less than a week, when I work full time and have to meet other real life commitments. Buy a book on Monday, and surprise myself that it's finished on Thursday or Friday. Other times, I've read similar books in a weekend.
Like yourself, I haven't noticed that reading speed is affected by the media. Two weeks ago, I started a 1500 page novel on the PC, and it was finished in 6 days. I had to work 40 hours, but didn't have any other pressing commitments, so I got through it fairly quickly.
A scientific study might be interesting - but age has to play a factor, as well as literacy level. Did they choose their participants based on enrollment in a speed reading course, or what? Just 24 random people off the street? 24 college students, maybe, and it was "presumed" that they were all equally literate?
