You need to actually read the legislation and then you will see that it can be used against anyone so long as they can frame them as unrepentant criminals. There have been studies that have claimed that Heroin is the least harmful ORGANICALLY than all of the other illegal drugs. The problem with Heroin is the lifestyle which is due to the cost of the drug. There are many high functioning addicts in the world including one of the USA's most famous doctors.
They are the sort of people who will slaughter a village of farmers and then tell anonymous that if they dont stop they will do it again. Thay are insanely violent evil people and life means less than nothing to them. Anonymous are going to get innocents killed if they keep this up.
I can see it being a sport in the local area. Instead of finding spots to conceal yourself from ducks you can head to the UAV-hide. probably wouldn't take much to knock one down.
