Sure that sounds great, but how are you really going to place qualified people into government positions? Open elections? We're having troubles putting competent people into the White House as is, and that's with the assistance of an 'enlightened' electoral college. The USSR tried something similar with Soviets and a Benevolent Dictator but when their economic system collapsed, their government fell too.
The best solution falls along the lines of (1) choosing a government system that is hard to corrupt and easy to flush when corruption/evil is found and (2) educating the public to understand how the system works and how to identify corruption. I guess you can say the same reasons that corruption exists in any government is the same reasons why the world still uses Windows: the end user doesn't understand the system, they believes whoever tells them what they want to hear, and doesn't really want to sweat the details.

I know what you mean, my gf's mother likes to refer to "that box" as the hard drive. Explaining that the computer works fine, but the hard drive failed and all your data is gone, was well over her head. I didn't even bother trying to explain the difference between AOL, Windows, and the internet.
You got me there... reliable for 20 years is a major merit. The problem is the age and the supportability of the system. Parts are becoming harder to come by (and I'm not talking about the vacuum tubes), the equipment is beyond it's life cycle, and system loads are increasing. I guess POS would better describe the current state of planning and deployment than the actual fielded equipment.
It's pretty apparent that the current system isn't up to the task. I think the real questions should be more along the lines of upgrade or redesign? and in-house engineered versus contractor engineered? I hear there is a replacement on the way, but is it an actual 1 to 1 replacement or is it just replacing a few machines but the heart of the system is some old POS box that's been running since 1988? (I've seen other government networks receive upgrades like this)
Given the vast scale of the system, the constant use, and the time it would take to retrain all of the operators, how would you start testing and implementing new hardware? Just continue running the same code on new hardware... providing a few software tweaks to allow it to scale? Just how old is the current system? DOS era computing? CTOS? ENIAC?
Why not build a more aggressive app and call it something like "Facebook Botnet Webapp Client 2.04.2" and then reward people minion points for delivered spam, DDoS attack packets, and friend referrals. No need to hide it as a beneficial application, people want to belong to something--why else are they on facebook?
The last thing I want to see is lemmings come running to this OS, giving it critical mass, and making it mandatory for stuff like distance education courses for professional continuing education credits.
Now that could have made a good commercial... a bunch of people rushing into a Big Box Store (ie BestBuy) and crowding to buy a copy of Vista and then running out the door and falling off a cliff. "Windows Vista, because you have to have it like everyone else."
...I thought Microsoft was going to advertise a product. Instead, we got a Bill and Jerry commercial that's trying to sell us shoes or eating PCs (I haven't quite decided yet... but I now have a craving to eat soggy shoes after inserting a Vista disk in the toe).
I doubt that MS needs a company recognition commercial at this point, considering that they're on about 90% of all the desktops in the world. What ever happened to Seinfeld being witty or MS trying to establish Vista as a viable product? Is MS that conceded or aloof to not need a decent commercial? My.02

Would there be any wisdom in using the previous example but not only salting SECRET with SALT but also salting the SALT with the current timestamp?
