I am reading the proposal frm the swedish justice department right now - 600 pages whoooa - well I will weite an ansver since I represent 1 out of 104 officials reviewers of the law peoposal.
The review has to be in by middle of september wnd if it can't be stopped it will be law in Sweden at 1 of janurary 2004.
Well, its on the rise, but, and its a strong but, this is not about copytight law, it's about consumers rights.
Consumer rights are stronger in law in EU contries than US of A. They are there so that consumers have the right to sue for damages, when and if they occur. So first there must be damages and secondly the consumer has to sue because of the problems that occurs for this law to be tested and as long as poeple are making software without serious bugs it will never happen.
I.e. this is applicable for most EU contries not only Germany.
Most developers does not want to waste time making sure software works expecially not when a lot of others are using it and it works for them - they are assuming, like most other users, that the code is correct and if not; someone will file a bug resport about that fact.
They are confident of the fact that this report establish; The open code contains fewer bugs.
Actually this laws affekts nearly all swedes since it means that surfing basically becomes illegal.
For exampla so was a recent homepage for a prince of denmark demmed to be an copyright infringment - the web creator had stolen the design form a swedish company. If this new law proposal had been a law all swedes who had visitited that royal website had unknowingly been criminals.
The article from TT that was used in many newspaper was a very bad description of the law - sadly it got hugely distributed since no journalist had the time to actually read the large law proposal.
It was basially based on the minister of justice presentation which was very bad.
"You dont need a database when you have our file system." they now can say.
MS is basically putting everythingn under the sink into the operating system so that no one can compete with them. A practice they started after they could not have hidden systems calls to make MS own applications faster than competitors and could not force others to ship IE.
This way all other software companies go belly up since they canÃt offer anything that not alreadu is part of the operating system.
Actually since all commersial software are not written directly for the customer - they often have to do with software that are only 90% perfect.
With free software - that the customer can change it as they se fit - they can spend money to create the missing functionality they can get thus gaet that extra 10% to get a 100% perfekt application.
Actually for military software it is even more essential that the source code is available so that the operations fo the code can be checked so tht no foreign hostile goverment put sin back-doors and listeningen in on the kommunikations and get access to secret information.
Well the human readable page must tell the visitors how the cookies are used.
This information can be critical for knowing if one wants to block the cookie or not.
It does not matter what happens - the lawyers will win... ... like the always do when they write those huge bills to both companies.
Microsoft of course!
Probably twice too - they like to charge their customer that so why not pay it. SCO needs the money for the court battle.
Then when they had set a preference they can buy SCO and collect tax on all computers.
Here is a Wiki about it (in swedish).

Well, most people in the world live on $2 per day. So thats 5 000 days or enought to survive more than 13 years.
For many people on the earth that's a large sum.
There is no need to reinvent the wheel for enterprise solutions and use do-it-yourself
Its costly and takes a lot of time.
For Enterprise solutions - just go with java.
Most people seams to be doing just that.
