I made this point (fielding a candidate) to a facebook friend who is an OWS member but it quickly became clear that it will never happen because OWS isn't united, and they are proud of it. Many members are literally against the idea of having a leader, they (the FB friend and his friends) want an overthrow of the government and capitalism. It's very all or nothing to them.

While I think requiring Congress members to do their job over the internet is a bit extreme the idea of only allowing in person lobbying to occur within the home district is a very interesting concept that might actually help.

You also need the entire framework the game runs on, save system, file system, physics engine, opening cutscene (usually 720p or 1080p), everything but the textures (which are probably reused level to level a lot) would need to be download to play the first level. Don't get me wrong that would speed it up a lot but the time from selecting you want to play that game to actually playing is probably longer than somebody is willing to wait.

Also I'd like to point out to the above poster that the first Halo was supposed to be for the mac but MS bought Bungie shortly after they started development of the game and had them make it for Xbox. They are the reason for the "combat evolved" part of the name.
