Want to own an AR-15 series rifle in California? You can, thanks to the work of some online collaboration and combination of laws.
In a nutshell, the definition of 'detachable magazine' combined with the poorly written assault weapons law, some case law and testimony from the California Dept of Justice Firearms folks resulted in a movement for building AR series rifles legally in California with all the goodies like pistol grips, etc.
Same principles applied for importation of handguns not on the 'safe' list - import it as a single shot weapon, then repair it so it is back to a semi-auto configuration.
I live on the West Coast - you can and will find ALL the talent needed out here. Some people like living in DC, but if you want to build some sort of CYBER anything, come out to Colorado, California, or Washington state. (or Monterey - Naval Post Graduate Skewl of R00t?:-) )
I only do online banking with my phone.... all the important stuff like Facebook and Twitter I ONLY do from my Windows 2000 machine at home. (Security through Obscurity - you should try it sometime)

Maybe the standards organization that has authority over the system you are working on? Like IEEE for electronics... not sure who does GPS but you may also consider putting a patent on that there algorithm. There's gold in them numbers! (Like CDMA, etc.)
Tell your friend to man up and be a father. My son and I are building a custom case for a file server for the house, I have no art skillz but he does. Keeps his appetite for tech up without him doing the brain drain in front of the tube.

I have this idea for making cell phone conversations private in public places. Simply, a glass box with a door on it that you can step into to make phone calls. I will call it a...... phone booth.....
I can put them everywhere but need money to get started - paypal me some $$ to get in on this killer deal!
Oh but you get to pay for a new version of Office....... so not totally free.
