COBOL is optimized for record processing, not pretty pictures, drop down menus, HTML, etc.

1. Get the data in 2. Transform it 3. Get the data back out.
COBOL can slice and dice data in ways C and SQL can't even dream of.
You don't write Websites in COBOL. You do the serious work that involves billions of dollars of transactions. Reliably, repeatedly.
That's because while they might be hot shot programmers, they are crappy analysts.
I suspect that any grad student from a, "lessor" school, but had been trained in analyzing requirements correctly, this would not have happened. That's because they would have asked the most obvious question, who are the customers and what are their needs.
Failing to account for the work schedules of parents (the real customer ) is a 100,000 watt light sign proclaiming Inadequate Analysis.
The TV will report what you watch,how often you watch, and probably has a camera in it with facial recognition and records who is watching, and reports it all back to the government.

Living in the country has its advantages and disadvantages. The people there know this and the ones who don't like it, leave. Conversely, many people are moving TO the country where they know broadband is not readily available.

It may be embedded in the hardware somehow, but it has to go through software to connect to the wifi.
