On Sky Digital TV in the UK, there are advertisments that carry an on screen reminder to 'click now' for a free sample. Clicking takes you to an advertiser's page that can then connect through your phone line to send your address details.
To step up to 'buy now' functions isn't that much of a stretch of the imagination.
Speak for yourself. I just watched the most recent episode of Buffy S7 on my TV, and I'm about halfway between AUS and the US. You might need to use IRC, but just about anything you might be interested in watching is available.
I do rather suspect he inferred that the second part of the article had not been released at time of writing. I think most people are aware by now that the gamecube is available.

The reviewer is a contributing editor for gameslice apparently, but considering gameslice has had about 10 updates in the past year, I doubt he's working very hard in that respect.
MvsC2 was online in Japan using Capcom's matching system which is a direct dial method of connecting players.
This wouldn't work outside of Japan since the infrastructure isn't there to support it.

Buy a Dreamcast and import Headhunter instead. It's considerably more enjoyable than MGS2 is.

Rayman 2 is a very good platformer. Super Magnetic Neo's controls are a bit too annoying to be fun.
