Its not about stopping money flow, but rather money flow in a regulated manner. I don't think its even legal for PayPal to have the services they offer without registering itself as a bank.
As another someone said earlier, "The problem is PayPal wants to do the functions of a bank but does not want to be registered as a bank".
This is due to some change in the regulations by the Reserve Bank of India (RBI) regarding offshore money transfers.
I read somewhere that RBI is demanding some documents form PayPal to make them eligible to transfer money to and from Indian Banks. Apparently PayPal hasn't been able to furnish those documents.
Maybe there's a mindset where it just doesn't really matter where the rules come from, and religious rules are just as good as physical or legal rules?
As an engineer, I can certainly say it does matter to us where the rules come from. To effectively tackle a problem it is necessary that we know where the constrains comes from.
If it has a price tag of less than $300, as the article says, its a real good deal. It won't be a desktop replacement at all but it'd be great as a web device.
This particular malware is not because of a security problem with the OS. It is more of a social engineering thing - trying to trick unsuspecting users to install a malicious script by hiding it as a theme or screensaver.
