You'll have a near impossible task to try to enforce a no piracy rule by just asking nicely and for receipts. BTW, fake receipts are just as easy to get as pirated software so accepting those as proof will just get you fooled. The only way is to check product keys.

Architect (answer 1): Don't you guys use wireless networking these days?
Architect (answer 2): Hey, you can't fool me; I've seen a computer network cable. It fits in a 1/2" pipe no problem.

IT Guy in new server room: What's that noise upstairs?
Architect: The boy's locker shower room, why?

IT Guy still in new server room: Why is there a south facing picture window taking up that entire wall?
Architect: All the other rooms on this floor have one and I don't want to mess up the exterior theme as seen from the field out back.

IT Guy in IT Guy's office/server room control center: Why is the server room on the other side of the building, three floors down?
Architect: You don't like the view?

The list goes on and on. Ask to see the plans, NOW, even if the construction is already underway. Imagine yourself doing everyday IT tasks as well as the initial setup of everything. Trust me, the above are all real world examples.

So that's the real question and the one that the business decision makers at MS will be examining.

It's a common mistake that since an additional unit ( in this case call/text) is practically zero cost then the service costs nothing. This is not the case; the FIRST call/text costs a staggering sum in infrastructure investment and THEN subsequent calls/texts are practically free. The 20EU subscription is his share of the up front costs. This model makes a lot more sense than the outrageous per-text and per-minute charges in the US model.

But the questioner IS the friend who was loaned the hammer and he's being accused of loaning it to someone else. The whole point of the question is how does he prove he didn't? In cases of being accused like this, when the consequences are potentially anywhere from lost future business to an outright lawsuit, it is important to have some system that proves what you did what you were supposed to do with the loaned hammer.

Some people blame malice on the part of the local government in wanting camera revenue but they're more likely just ignorant. Time some lights in your area and bring this up at the next public town coucil meeting.

Notice that the too-short yellow is probably why the light was being run too often in the first place. Now that the camera is there, the too-short yellow requires slamming on the brakes to stop in time rather than a normal stop. That in turn causes rear-endings.
