    Emphasis mine.

Vaccination acts as a sort of firebreak or firewall in the spread of the disease, slowing or preventing further transmission of the disease to others.[3] Unvaccinated individuals are indirectly protected by vaccinated individuals, as the latter will not contract and transmit the disease between infected and susceptible individuals.[2] Hence, a public health policy of herd immunity may be used to reduce spread of an illness and provide a level of protection to a vulnerable, unvaccinated subgroup. Since only a small fraction of the population (or herd) can be left unvaccinated for this method to be effective, it is considered best left for those who cannot safely receive vaccines because of a medical condition such as an immune disorder or for organ transplant recipients.

The more people who opt out of vaccines, the greater the likelihood of these diseases making a comeback. That's why you've never seen the measles or the mumps.

If all the healthy people have insurance, they the insurance pool gets larger. This spreads the risk, and can make insurance cheaper. Well until the insurance execs jack up their own bonuses to even things back out. This is why a lot of people wanted government insurance. The idea was that there were no shareholders or CEOs that have to be paid if the gov was running the show. Therefore more money would go towards care, and less to lining pockets.

If it would have worked that way or not I dont know. But thats the premise as I understand it.

Not surprisingly, the biggest Canadian producer is the province of Alberta, which accounts for two-thirds of Canada’s production. Saskatchewan is next at roughly 18 per cent, and Newfoundland produces 13 per cent with its off-shore resources. Manitoba, Ontario, British Columbia and the Northwest Territories round out Canadian output with a combined share representing 2.8 per cent of production. However, around 66 per cent of Canada’s oil production is not destined for Canadians. It goes almost exclusively to the United States in the form of exports.

Your premise of likelihood relies on your implication that the government has completed their investigations, I mean he was the only one arrested right? That fails the logic test, we dont know the government has all the pertinent info, in fact they havnt even said they have all the info. If the investigation is ongoing, which it certainly seems as manning hasnt been charged yet, then they could always find other sources, or even info that exonerates manning (I believe this to be unlikely).
