Alternative 2 (amended): Car 2 doesn't get into the left turn lane in time for the automated system to sense a car in the left turn and has to wait an extra cycle.
Alternative 2 (amended again): Car 2 was planning to turn right and the intersection has a sweeping right turn lane with a yield sign that does require stopping just because the straight through traffic has a red.
Both of the amended Alternative 2s mean that the hypermiler was impeding someone else uneccesarily and that someone else did not even have to be driving aggressively nor breaking speed limits.
and they are very likely to be ticketed for impeding the flow of traffic in many areas even if they are still above the posted minimum because purposely driving 20 MPH slower than everyone else causes the same speed differential as driving 20 MPH faster and that is a hazard.

yup, undo the one SCOTUS decision that actually gives people a chance to "spread the word" in the modern equivalent of of the Founding Fathers printing and spreading pamphlets. Have you even read the Citizens United decision? Do you even get the irony alluded to in the majority opinion about how ridiculous it is for any of the "media" commentators to talk about how the majority opinion was wrong because to do so is to argue that the "media" commentators should not have the right to talk politics? I agree they should have obtained a warrant to enter the apartment. They had plenty of probable cause for one but even you admitted that they didn't really need one when you wrote "or if they suspect a crime is in commission." Knowledge of the stolen phone being in the apartment is knowledge of an ongoing crime: possession of stolen property. That particular crime just goes on and on until the stolen property is no longer stolen.
