Democracy should include a test to see if you are fit to vote properly and know what parties are available. Bare minimum know what platforms they offer and such.
Your theory does not explain why the northern hemisphere has less visible craters than the bottom hemisphere. An ocean preventing impact craters would explain it pretty well.

Please get that out of your head. The only thing agile does is include task #1, #2 and #3 in an interation and push it to the next if they are not completed or done done like I like to call it.
