There was a recent undercover test conducted by the feds where the majority of restricted items they tried to sneak through the checkpoints actually made it through. Counting actual terrorist incidents may not be effective, but those undercover test results are scathing. My own inner-cynic thinks that the TSA is a politicians gift to the labor unions and all the high tech scanners is likewise a gift to the companies that manufacture and maintain them. The government is operating its own economy with our money.
Do you realize what an undertaking replacing all of a city's pipes is? The small city I live in has similar problems with an outdated infrastructure and they've been replacing it for decades and will be replacing it for decades to come. It's not really a matter of replace them all and you're done. With a system that large, it's a never ending continuous replacement program. By the time you've done everything, the stuff you started with is at its end of life again.
I remember using Minefield at least as far back at 2010, a bit earlier I think. So it was there for Windows, it just wasn't a fully legit release that you could get from the normal download page. It worked fine for nearly everything including plugins, although as mentioned Flash was a problem if you cared about Flash. I jumped over to Palemoon when the CEO thing happened at Mozilla, it had 64 bit as a regular download. Why it took Firefox so long.. hey, they have a lot of useless features to add and useful features to remove. It takes time!
Just because they claim it does that doesn't mean that it actually does. Human language is a difficult thing to handle with computer algorithms. Especially when you get into localized dialects that can significantly alter the pronunciations. That's going to be a big problem considering the problem they're trying to solve, areas that civilization hasn't touched yet.

There is a historical reason for that though. A portion of the population believes that the province should be its own country, separate from Canada. They don't consider themselves Canadian and they don't want to deal with Canadians. Canada gives Québec more liberties than the other provinces as a way of sidestepping the issue. My thought on that is that Canada is a weak negotiator.
I've spent a lot of time in Québec as an American and I never felt like anyone treated me as an outsider, even when I chose to speak English. I'd be willing to bet that if I had a Canadian accent, it might have been different.

Europe is facing that already. Look at what happened in Paris with Charlie Hebdo, then the wave of violence and terror related arrests throughout many countries in the region following those attacks. There's debate as to whether or not Germany is even obeying its laws, because a lot of these "refugees" don't really seem to meet the definition of the term. They're migrating for economic reasons, not necessarily because they fear for their lives. Germany is rejecting a significant number of them, but that just adds to the chaos.
