examiners get a count for the first time they examine a case and the last time they examine it (that is when the applicant abandons it or fails to respond, files a request for continued examination which starts process over, or when the examiner allows it).
Patents are usually rejected quite a few times before they are allowed. A first action allowance is rather rare.

you don't understand the legal concept of obviousness and are using impermissible hindsight. Where is your motivation to combine? Is it detailed within a provided reference? Is it implicit?
The replies I am seeing here would be laughed out of any court.
American history teaches us that many of the immigrants came here to escape religious persecution, or wanted to be self sufficent or for economic opportunity or for a more classless society.
It is pretty hard to sell leftwing ideals to a society which believes in upward class movement (look at some recent studies in which 20+% of people thought they would become rich), believes in hard work, and is one of the most religious western societies.
What benefits would it provide, to someone who works hard to improve themselves? One would have to appeal to ones ability for compassion, but how do you do that in a self centered consumer society which has no history of group cooperation? How can you convince someone that they don't deserve a new SUV or big TV that they have worked for (or put themseleves in debt for), so that someone else, may be able to get health care, or enough food to eat?
Where would funding come from to fund leftist programs? Obviously more taxes, because cutting military funding would take away from manufacturing and research jobs, and all of their supporting industries.
examiners don't get paid by the claim, they get paid by the disposal and first action, so a case with 10 claims counts as much towards one's quota as a case with 500
the new fee structure was imposed to actually reduce the number of claims, by having larger numbers of claims cost signifgantly more, thus reducing examiner workload
try planetside, it is pretty much what you are talking about, it is a fps with rpg elements, there are no bots, its all player versus player.
its entertaining when you have a firefight with 150+ players, with aircraft, ground troops etc
most people didnt like the lack of an economy, but it didnt bother me.
everone has access to allthe skills at once, it is just that when you level up, you get more skill slots, dont like your guy as a stealthy ninja? turn in those slots and pick up skills to let youdrive a tank instead.
id like it more if it had some npc bots or something when there arent too many people on the servers
ive had an iriver for a couple of months to replace my 7 year old md unit. Its tiny, has a really cool interface, and is great for jogging, biycling, working out and motorcycling.
considering this is outside of the US market things are different
i spent all of april in japan, and only saw 1 ipod on the train (used by a whiteguy), most people were still using portable cd players, or MDs. Considering its Sony, it will sell very well over there.
What one would do, is get a patent for a toothbrush handle with a non obvious improvement, such as a certian new type of grip that is easier to hold, resists stains etc.
Basically, one just needs a more specific patent, than an existing one, thus there is no infringement. Do a search and see how many patents there are out there for mousetraps...
Unless petitioned otherwise, all US patent applications are published after 18 months of filing. This published database is used by examiners, and within a few years should be larger than the current US granted patent database.
Examiners do not get bonuses based on how many patents they issue.
Examiners get paid based on how many counts they get. Examiners get counts for the first response to an application (the first action on the merits) and upon disposal, that is when the case is issued, abandoned, or as usually happens, when the applicant files a request for continued examination, which is technically an abandonment, but restarts the whole process.
What most/. readers don't understand is that for an examiner, an RCE is far more valued than an allowance. That is, an examiner gets 2 counts for a response instead of one (1 abandonment, one FOAM count). It is better for the examiner and applicant to have several rce's prior to allowance, as a better patent is issued, and the examiner achieves much higher production.
Bonus wise, examiners get bonuses for exceeding their quota by certain percentages. Having RCE's are a much easier way to achieve this as they are a "free" count.
Examiner's already have cases reviewed by their supervisors, quality review boards, other supervisors. The number of cases reviewed is pay grade dependant, and for primary examiners, the review processes is once every 3 years.
Most/. posters don't have the proper legal training to understand what the patent claims actually protect anyways.
actually all that is required is to provide enough information to inform one skilled in the art how to make and use the invention
do a search on google on patent quotas and counts

Defense 3% in 2001
Education 4.6% in 2001
more is spent on education than defense!
0 29.asp)
2 1&sequence =0#table7
the federal budget is roughly 20% on defense.
compare that to local governments and state taxes, most of which goes to education.
As a result the total spent k-12 is $462 billion in 2001! (http://nces.ed.gov/programs/digest/d03/tables/dt
Compare that to $306.1 on defense:

Is all that tax money used to pay for road maintenance or does it go into the general treasury?
Some states here have sales taxes dedicated for transportation, but more often than not the legislature co-opts it for the general treasury.

I wasn't aware that Fox news had a bigger share of viewers than PBS, NBC, CBS, ABC, CNN, MSNBC, and the spanish television stations?

its not just that the chinese work for less, is the exchange rates. The yuan is fixed by the chinese government to a certain dollar exchange rate.
If an equal number of yuan and dollars had the same buying power, things would be a little different.
there are other factors as well, but the exchange rates do make a signifigant difference
i think you are looking at it the wrong way
what school uniforms do is eliminate competition
amongst students over who is the best dressed, they eliminate gang signs etc
like the fresh prince said, you go to school to the learn, its not a fashion show
however, people can still individualize themselves to some extent

there are a lot of non native english speakers who work at the pto, however all are us citizens
that being said, the pto pays quite well, it is possible to be making high 90's within 5 years straight out of school.

Do a search on a hobby called "cowboy action shooting", its pretty neat to watch.

the tdi beetle and golf/jetta are much nicer cars in the interior, consider that as a factor too, a base model golf costs more than a corrola or echo.
