Stealth is a force multiplier and that's the core reason for using it.
If you can attack a target with PGMs using fewer stealth aircraft you don't have to fly large conventional strike packages preceded by SEAD aircraft. Sorties are expensive and consume valuable resources.
The vast majority of Gulf War sorties were flown by conventional airframes, but stealth was useful to disable enemy C4I assets. Meat is cheap. Sorties are NOT cheap, and when you add MULTIPLE tanker support etc for a strike package they are incredibly resource-intensive.

You can make the dies and tooling for making ammunition if the black market (which cannot be extinguished) won't provide.
You can make rifling dies and a jig to rifle your barrels.

Since not all parts of a firearm should logically be CONTROLLED as a "firearm" (screws, rivets, stocks, barrels) it is necessary to have a workable legal definition of "firearm".
Controlling receivers is logical, as is controlling the SPECIFIC parts of fully automatic weapons which make them "full auto".
Weight and complexity (many parts equal more things to wear, break, inspect, and maintain).
Also, running engines provide aircraft hydraulic power, electric power, and pneumatic power (via bleed air). Since they are running anyway, using them to move the aircraft makes sense.
I gave this sort of briefing in my Air Force workcenters. Suggested delivery is smiling, low-key, but leaving no doubt you are dead serious.

Military discipline is the perfect way (refined over literally thousands of years!) to manage men. It works.
Give orders. Expect them to be obeyed. Punish disobedience promptly and fairly, but when self-discipline fails, don't shrink from imposed discipline.
