From what I've been hearing in the news about China basically controlling networks in every US government building, having the data hosted in the US would also make it easier for the Chinese to get it as well!
Disregarding the fact that she only recently became blind, they DID have brail typeriters that blind people could read themselves. When you consider that typewriters are impact devices, brail is actually a fairly simple thing to implement.
I'm not sure how relevant this is, but there is a slightly similar law regarding restricted radio (as in VHF/UHF communications in Canada). It is 100% legal to intercept and decrypt/unscramble and listen to ANY radio communication in Canada (including police/etc channels). It is however 100% ILLEGAL to then give that information to someone else if the original broadcast was restricted. Ex: If I have a super-duper scanner and hear about an alien spaceship landing on the parliament buildings, I am fully in the write to intercept it and go check out the landing (barring physical access restrictions to the landing site of course). If however I tell my buddy in the next room about it, then I'm violating the law.
This is how it was explained to my by a personal friend that is also RCMP (Police), I just adde the aliens.
Like most Canadians, I graduated high school with a working knowledge of French and continued the study of it in University, then graduated into a world where the only application for it was reading the wordier side of cereal boxes.
Fun Fact: In Canada the french part of our packaging is NOT a translation of the english part. I swear they just give a vague description of the product to a french person and tell them to come up with they own name, slogan and description. About the only part that matches is the ingredients list! (fully bilingual btw).

I have TOUCHED these bills. TRUST me, the clear part is a smooth polimer, the non-clear part (except for a small border around the clear part) still has the exact same paper/fabric feel as the old bills and even bends/folds differently than the clear part.
If the private key is encrypted, or the computer is offline, how are you going to steal the digital decryption key? You can protect bitcoin as well or better than regular money.

An RSA signature by itsel can verify that something is what it says it is and has not been modified, but it cannot verify that something hasn't been copied (or *is* a copy). There needs to be something else as well.
