Gore didn't know what the results would have been, so he attempted to pick and choose the method of recounting which he thought would give him the best chance of winning regardless of the actual will of the populace. I have not read all of the Homeland Security Act, but I am under the impression that it consolidates existing departments into one. That seems like a reduction of government not an increase.
