From here in Texas near Dallas, the shores of Lake Tawakoni to be exact, I saw it true naked eye on Saturday night. A definite little fuzzball south southwest of the Pleiades. Simply, at 10PM or so go stand outside for a while and avoid looking at any lights. Face south and then look straight up. You should see the Pleiades almost overhead and Orion to the east. Follow a line from Bellatrix (HIS left shoulder as he faces you) through his his outstretched arm to his bow and keep going until you've crossed south of the Pleiades.
Using some good medium/compact 8x40 binocs and averted vision I could pick up a tail drifting off to the east northeast. Can't see it at all from the city as it has been cloudy since we got back in town. I plan to take my big astro-binocs, telescope, and camera next weekend.:-)

Believe me, the guys flying for Rutan have much more skill than I do, as well as much more capable planes. Add to that, surface conditions are largely irrelevant for aircraft that are exploring a flight envelope centered on >50Km altitudes and supersonic speeds.
Lots of people already operate based on daylight and night anyway. The "Daylight Savings Time" nonsense already throws them back and forth an hour. They don't care about DST/CST/GMT/UTC whatever, they just have to pay attention and reset their clocks at least twice a year. Not having to bother would be a boon. Farmers, construction workers, some pilots, utility company techs, etc. all operate on daylight, not some inane(set by 'crats in DC or wherever) numerical sort of clock.
Even better would be the ease of operation for anyone that deals with trans- or intercontinental communication every day, or whose work cycles are not aligned with the local day/night. People on the Left Coast that work in the financial industry get up and work whenever they need to whether the markets in Asia are open or in New York. They certainly don't care what "time" it is in California.
Another possibility would be the degeneration of the current 24 time zones into something more reasonable, say 4 zones, separated by 6 hours, or 6 by 4. Wouldn't it be nice if ALL of the Americas were "on the same time"? We are already heading this way with live TV shows. Does it really matter if Monday Night Football is on at 9-8-7 or 6? Everyone knows when to turn on the TV, hell the Tivo knows when to record, what do you care about what "time" it is?
BTW, as far as the local(London) convenience goes, you are assuming that the newGMT clock would be aligned with local(London) day/night cycles. It might not be. 0900 newGMT just might be sunrise time in New York or Tokyo for that matter.;-) Afterall, it is just a matter of arithmetic.

I don't know about property rights in the UK at all, but for all intents and purposes here in the USA, property rights no longer exist. All you ever do is lease fom the gov.
All you have to do is try to keep your property with out paying the taxes levied on it. Constitutionally, you should get compensation from a government entity if they take your property. If you don't pay taxes, for whatever reason, they just take it. You don't get any surplus back in change or anything.
Throw in the EPA, various zoning laws, and so forth, and you'll see that all you have a "right" to is whatever the local, state, and federal govs want you to have.
My Mom warned me about my kids based on her experience with me. She was so happy way back when my parents bought a new house with a nice back yard and a good fence so that she could leave me free to roam outside while she watched from the kitchen or whatever room in the house had a window facing the back yard...Then she spotted me sitting on top of the fence. I was still wearing diapers at the time.

It is literally my choice to give my property to whom I choose. Marriage is an oath of mutual commitment between individuals. There is no need for the gov for marriage to exist, function, succeed, whatever. The gov is literally and by definition irrelevant to marriage.

The authors of the Constitution were very serious about limiting the impact of the gov on individuals. Nowhere in the founding documents are any interactions between the federal gov and "The Married" described. Therefore, there should not be any.
