If the utility is going to charge me a grid-tie fee, make that fee the same as all of the subscribers. IE, any house with approximately the same service type (200A 240V Single Phase with Neutral) should have the same grid-tie fee as I as a solar user would have.
That sounds fair, but it actually isn't. Somebody who, at unpredictable intervals, will be feeding power into the grid requires a more expensive hookup than somebody who will only ever draw power from the grid.

While the natural bedtime and waking time is different for each person, studies have also shown that both, on the whole, get later for teens (and then get earlier again as we age). It really would be better if high school students could sleep in. Making them be at school at 7 AM is not good. Your point that it was made for the convenience of the working parents is quite true, but doesn't make it any better physically for the kids.

They fixed it so that the cheat mode would kick in when EPA testing was done on a dyno, and only when EPA testing was done on a dyno. It's doable, thanks to the EPA's rigid testing protocol, but it wouldn't have been simple.
And the answer is that software cheat didn't kick in on ordinary dyno tests. VW wrote the software specifically to cheat only when the EPA tested it. They didn't just test to see if they were on a dyno...the EPA has a rigid testing protocol and the software tested to see if that protocol was being followed. If it wasn't, the cheat didn't kick in. So ordinary performance testers never saw the power loss.
