i am a frequent target of such organized down-mod attacks... i know from experience that you can also be hit with a permanent ban on your IP address, and permanent ban on your user account... you log in and slashdot returns a pink screen saying "BANNED". your account will never work again. you have to clear cookies before logging in again. for IP address bans, i just restart my cable modem... new IP address = no more ban + the next person that gets that IP address will be banned. this has happened dozens of times. after enough time, every IP address will be banned.
i have an email thread with rob malda containing 100s of messages of him claiming no idea of why or how i was banned, yet being completely unwilling of removing the ban, and not caring at all about the innocent people who receive the banned IP address next and find themselves unable to use the slashdot service.
"proper" is relative to intention... if one application is trusted to engage in network activity, and another application that isn't trusted to engage in network activity, but is trusted to communicate with the other application and proxy network requests through it, that isn't a breakdown in security... it's completely proper, as the intention was for ease of security policy administration.
