look at some of the other countries, particularly those with fresh pipelines, like russia, china. in developed parts of such countries women are just as (if not more) active as men in the workplace. no feminist activism either. these things work out naturally, just because men and women are in fact equally capable and when competing fairly for the same jobs the balance comes out roughly even.
this can't happen overnight but it is imminent. equality is in the pipeline.
the reality is, women are just as capable as men. the _only_ issue is, the _current_ talent pool is deeper on the male side. this is rapidly changing, look at the pipeline. 20 years from now equality will happen organically.
why would they do that if they dont know they're being chased? worst case they make few turns, ditch the car and get away by blending into population. tragic, i know, but i'll take that over losing an innocent life.
there should be a better way of catching perps, a way that doesnt involve putting the innocent at grave risk.
perhaps we dont chase them withe swarm of squad cars but deploy a swarm of small UAVs to keep an eye on them until a more local unit can pick them up sans the dangerous chase.

there was an incident not long ago when a teacher was accused of sexual harassment, in russia, the parents of his pupils raised to his defense in perfect unison. which is indicative of the fact that a good teacher can be assured of support if he (or she) is accused frivolously.
i regret to say, if you did copy (good) russian schools, half of teachers would be fired and sued for child abuse.
oh, and by the way, russian teacher unions (where there is such a thing which its relatively rare) would _laugh their asses off_ if they knew a teacher can't prep for a class for more than an hour.
