Sure this could be done, Professional Engineers put their asses on the line when they approve designs and Programmers could be held to the same level. This would most likely require devs to go through a similarly rigorous process of training and test taking.
This would also cause a massive drop in the number of available licensed programmers for any work that needs to be done, as well as having Programmers carrying liability insurance. This would cause development costs to get much larger. I seriously doubt half of the programmers in the country are close to prepared to pass any licensing tests.

I wouldn't proclaim the clone as being done. I watched the demo video and read some of the authors notes. There are some distinct differences that make it not quite a clone. Only one enemy on the screen at a time, automatically getting whatever is in the yellow blocks when they are hit (and they then disappear), no star power. The only enemy I saw was a goomba. It plays remarkably like SMB, but not enough that I would say SMB has been cloned to the 2600.

Why would he count those as a metric of success or failure for Windows Vista? It's not like it could have ever been possible to install Vista on those devices.

Let's look at it another way. Say we have a market that buys and sells a commodity like crude oil. You buy a few hundred barrels of oil and hold on to them. Then some HFT algorithms go to work in the oil markets. Now you are seeing much wider swings in the price of oil. Does this actually alter the value of a barrel of oil? Can you suddenly do less with a barrel or more if the price goes up or down? What you are buying has an inherent value.If trading algos cause the price to swing one way or another, you have just found opportunities to buy or sell something at a price that is much better for you.
It's people that don't take the time to understand how financial markets work and blindly throw their money at something they assume will just go up and up that get superstitious about HFT.

And even if that is the case, they had the ability and the right to vote in that election. That 40% that didn't turn out could have easily swayed the election. Wasting one's vote does not give them the right to complain that they aren't represented properly.

That leads to 0 representation for person A in the UN, even if the rulers of the country send someone there. 0 cannot possibly be more than what they'd have with a US corporation, even if said US corporation gave them 0 representation. That would just be an equivilantly bad situation for Person A.
