My only concern would be the non-technical collage room mate who drunk and looking for food at 2 am try to cook you rice and then eat it. Brings a whole new side to data recovery.

We are looking at the possibility of bank statements, utility bills, credit card statement, personal letters, and maybe even some interesting notes or other pieces of projects you are working on for outside companies or just person stuff. This could be vary useful for numerous illicit activities and I expect could get the buyer upwards of a few thousand dollars in return. (one must remember that most people are not that careful with there or others private information)
- Now say that was a corporate wastebasket. Un realest financial statements, password, internal document, possible designs, and who know what else in untapped goodies. (On the most part people in corporation are a bit more careful with their waste but in general I account this more to luck.) Possible financial reward for some one, unknown but could be millions.
- And last but not lest a bag of shredded paper Add in a scanner, a computer, a small algorithm and some patients. Lets not even go there....
Call me a noob, but does anyone have any idea how much resolution the human eye can detect (per some unit of area, of course)?
That would depend completely on the person, magazines are printed on average from 72 to 150 dpi (dots per square inch for those who are not familiar with that) high quality photo are generally printed between 300 and 600 dpi (note a quick search showed this as a resolution for a really high quality printer 5760 x 1440 dpi (note that the number of dotes across the page is almost always larger then the number down, (same with you TV) this is just due the problems of mechanically moving the paper down. This is used for better blending even if you photo dose not have that resolution)
As all printer print in individual dotes of CMYK, the problem that though you cannot see the dots at a low resolution but the quality of the blending or gradients that you are able to achieve are not nearly as good (take a magnifier glass to a color photo on a newspaper). This is why in magazines images look grainier when they are being blended (technical term is dithering). Photos do not have this problem since each dote there is an exact representation of the color.
So in its' simplest forum you have the person, how far the person is from the image, the image dpi, and the number of colors used in the printing of the image (if you want to get picky lighting and the room also play a role and other things).
Resolution has no baring on its' own the reason most artist and other professions want it is that you can blow up the image with out pixelilization occurring.
This I must say as amusing, that they would use this in way against another country with they way the act. I mean this only means that the US gets to have free trade with you but dose not guarantee that you get free trade with the US. Hell look at the Canada vs. US on softwood lumber. If that was any indication of how the US treats free trade I do not know why you would want to be part of it.

Fist off asking slashdot is a fantasist idea you might get an off the wall idea as it to follow or just some good general advice. Being vague might just be a problem with and NDA. Paying some one or going only with in your own department you are only going to get what is familiar, which is not the best answer.
Now as for the biometric key drives in personally research they do not provide enough protection to secure such data.
What I would suggest is just a portable USB hard drive. With all the data encrypted using a key generated from the unique serial numbers on the computer and an additional random generated number stored on a key such as this one (http://www.marx.com/en/products.php) or just any public key, each branch could also have one key with the privet key to decrypt the data in case they need to recover it locked in a vault preferably requiring at lest 2 different people to access this key since (if you are in a bank as you say this should not be that hard to arrange) they would never need this key unless they were doing a recovery and you could also key one at a central site incase of an unforeseen events or not, but I suspect if they ever loses theirs you would just replace the entire set (though you would have a much bigger problem on your hands I would think).
Seeing as there small key has 4kb of storage using a large key with AES (probably SHA-512 or again what ever tickles you) would keep your data pretty safe or at lest the government would think so.
The only other thing I would recommend in keeping 2 backups in 2 completely different locations, people do walk off with stuff, or more politely they misplace things.

All these systems do not protect us from out own stupidity. Which is what people seem want or at lest expect and the better the system the stupider people get. When something dose go wrong people want to blame anyone or thing but them selves.
After a certain point these system become a hindrance and not a help. (This is actually true for most system that humans have made or built)

But I know a lot of professional who would love these for references if they came in a 8x10 2 page format for a reasonable price i.e. $1000-$1500, nothing to fancy they just need long battery life (12-24h) maybe 1 inch thick, (this is not unrealistic with the technology that is out there I have looked it is just the e-paper will cost you something like $10,000usd and well I think that is a bit much)... but you are looking at $3000 for a 4x6 development kit and I a guessing that translates to well we will go conservative $500 for a final device.
As for me though I prefer audio books http://www.audible.com/, often these are less then the paper back versions and for my reference book, well when the computer is not working or I need something quick nothing bets the reliability of a dead tree with printing on it. (I might change my mind if the above device was available)
