I don't think so. It makes sense for games where users share a "realm" (=> multiplayer games) - so all its computations are done at one place. But if every user needs his own "instance" of data and its processing, there is not much to be gained from centralization - the processing power needed would be multiplied by number of users.
Remember Mass Effect 2, where weapons suddenly had to be reloaded (despite needing no ammo) and loading screens were introduced (because kids were confused and bored by elevator rides)?
Well, good programmer should be able to come up with solutions even when his hands are tied with constraints.
As for practical value - whatever makes you "happy", I guess.
You're also ignoring the lost sales of new games as some people opt to buy used copies.

(e.g., running in panic when you killed their neighbor) - I had never seen that before.
That was already present in Diablo 1, although limited to certain monsters. Fallen?
most of the hard stuff is being done server-side with D3.
In my opinion, that stuff would be easier to port than graphics, controls, etc.
If the game is based on the graphic novel and not the tv series...
It is not. Plus, it seems obvious the game will end where the TV series begins (Atlanta).
Which happen to be the exactly same as the difference between two currencies?

Seriously? Comparing the rate of improvement to coin toss?
race to the bottom is going to seriously affect the gaming industry.
Except that smartphones just don't have enough juice to last through whole day of usage, even without playing mp3s.
So, $1 = 1€ all over again :(
