Sounds like you're trying to weed the good artists. I have hired graphic artists as well. And it was a done deal pretty much before I even talked to him. There was one thing I looked at and that was portfolio, the interview was just a matter of finding out if they were an idiot or not. It doesn't matter what application a good artist uses to produce the artwork, as long as they produce good artwork. You can train on a piece of technology, as long as the person isn't stupid. But if you think you can actually train a good graphic artist, you're the fucking stupid one. Becoming a good graphic artist takes years of training and practice.
But I can see why you no longer do interviews, you actually fucking suck at them.
For instance if I say I know C# and you want me to bang out some code in Python, we're done. Because whether or not you realize it, I'm also interviewing you. And I have stopped the interview process in the middle because the interviewers didn't have their shit together. Seriously if you're going to fuck with me during the interview process you probably don't you have your shit together as much as you think you do. So things are really going to be fucked up once I get started, and I have start looking again. No thanks; find somebody else more gullible.
Electing an engineer to a public office means exactly jack-shit. After graduating with an engineering degree, I can say that I've known plenty of engineers who were assholes, idiots, or both.
While convicted offenders may present a certain risk; its the ones who haven't been caught yet that you really have to watch out for.
But seriously, none of them present a threat as long as parents take care of their children and actually go with them. The people who present the threat, are the people prone to irrational violence or are running criminal enterprises out of their homes.
But spending more money on whiz-bang gadgets, and administrators isn't going to do shit.
Instead of issuing edicts from education service centers with reliable air-conditioning, comfortable chairs, and roofs that never leak; the fuckers need to get involved and actually work with the teachers who are in the schools. But like all social issues there's no magic bullet.
Pay me what the CEOs are making, and I'll wear a chicken suit for 30 days. These fuckers can take a little humiliation, it doesn't change their bottom line.
These fuckers need to be hit where it hurts the most; the wallet. And I'm not talking about the companies wallet, I mean the HMFIC's personal bank accounts.
Also, convict a company of wrong doing? Did the HMFIC know about it? Since the HMFIC represents the company and the company is a 'person' make the company do the prison time, is the form of the HMFIC personally serving the time. And don't let them hire some fall guy to be HMFIC in name only; I'm talking about the HMFIC at the time the incident occurred. Also seize the fuckers 'golden parachute', under various rules for taking the assets of criminals who are paid to commit crimes.
First off, when schools are asking for more money, first they spend it on administrator salaries, because they need talent to manage the system (See comment below). That's followed by whiz-bang gadgets, because they need something to show for that money. Next comes things like building maintenance; because they spend jack-and-shit on it until the poor kids roof starts leaking. Lastly it goes into teacher's salaries. Then if there's anything left, classroom supplies.
But money doesn't attract talent; it attracts bullshit artists. Just look at the overpaid fucks running Corporate America.
That isn't to say that you aren't an outstanding teacher, but I would guess that there are other mechanisms in place to help you along that most teachers hired off the street don't have access to.
When they refer to the ghetto as being the "real world", they also mean that everything outside is bullshit, and not worth shit.
So its not even a matter of escaping, or wanting to escape; its a matter of reality vs bullshit. The see everybody outside as being stupid fucks who don't know shit.
And in a manner of speaking they're right, we are stupid fucks who don't know shit. And we can't change their lives from the ivory tower. But what we can do is provide them with a safe environment, where learning is actually encouraged and rewarded, and their peers can't sanction them into believing otherwise.

It boils down to the fact that the children need a safe environment where learning is actually encourage. Most of them don't have books at home, and aren't in an environment where education matters. The kids in the poor neighborhoods are starting school where their parents never read to them, and they weren't taught to read first.
These bad schools are fighting a losing war against the parents and the community.
Sure there are a few loud-mouths out there, but most of the parents don't give a rats ass about education, and even the ones who do don't know or have the resources to take advantage of things.
Since the Bishop is a representative of the church, can't the church itself be charged?
We in the US regard corporate entities as persons, as such, they should not be able to reap the benefits of person-hood without suffering the penalties as well.
